Scale setup GUI does not load in Measurement Set file

Detailed description
If all scale setup files are created as xml files (task file, markerset, and measurement set), they can all be loaded in the Scale Setup tool in the GUI except for the measurement set. To work around this, setup file needs to be saved and the measurement set needs to be added manually.
