The problem is with Chrome's Adobe PDF reader plugin which refuses to load this document.

In Firefox and Opera, both browsers display the content in raw text mode; after the document is saved locally to computer, it can be opened up locally by Acrobat Reader.

There may be problem with the PDF file (which was generated by Powerpoint 2010) in conjunction with the Chrome Adobe PDF reader plugin.

In summary:
Change to Download PDF fie instead of opening it, open the PDF file using the option "Always Open With System Viewer" (which prevents using the built-in Chrome PDF viewer, but rather, Acrobat Reader). Afterwards, the PDF viewing is launched properly.
