Hi Sandy,
I had a similar problem after upgrading from v3.1 to v3.3. I solved it as follows:
(1) Open "regedit"
(2) Edit environement variable OPENSIM_HOME from "C:\OpenSim 3.1" to "C:\OpenSim 3.3)
