It surely is a hardware issue. I faced similar problem only in version 3.3 in my laptop AMD A8 2.7 Ghz processor with 4 GB RAM, however it disappears in my lab computer having Xeon processor and 32 GB RAM. Try using version 3.2 it might solve the problem however there are few useful features in 3.3 ...

It seems I have asked stupid question. I found that default speed to any joint could be assigned via Notepad++.
