Error Launching CEINMS

Hi,
I am getting the following errors when trying to launch CEINMS and CEINMSCalibrate in the command prompt and directly from the .exe files in windows explorer. I have tried launching with setup files from the TestData download (as directed from the README.txt file) as well and I get the same messages.
It seems the .exe can't locate certain files, but I'm not sure which ones from the error message. As I wasn't sure where to start so I tried basic troubleshooting to rule them out, such as reinstalling both OpenSim 3.3 (64-bit) and CEINMS 0.10 (64-bit), and double checking the environment PATH variables to make sure the correct OpenSim and CEINMS directories are there, but this hasn't solved the problem.
