default violation with static optimization

I am trying to get the static optimization tool to work in the 2.0 version. However, I cannot get the "ControlLinear" to be -1 min/ +1 max. I have the control linear default of both the model and the static optimization setup to be -1 min/ +1 max. However, when the tool runs I get all of the actuator controls being +.02 min/ +1 max. Having the muscles with the .02 min/ 1 max is fine, but I have additional CoordinateActuators that I want to have -1 min/ +1 max linear controls. How do I achieve this in the 2.0 version?
