Static Optimization (activation reach 1 and stays there for some time)

Hello, everyone;
When I use the model(Rajagopal2015.osim) to perform SO, some muscle actvations in my Static Optimization result reach 1 and stays there for some time; Though I try to increase the value of optimal force of reserve and residual actuator, the result does not change. Is it normal? If not, how can I fit it? Thank you in advance.

Hello,
I argue that whether activations reach 1 and stays there for some time associates with muscle weak.
I also confuse that how can I know muscle weak and what should I do to strenghthen it?(show in image.docx)
Should I change the max_isometric_force? If the answer is yes, what is the normal? Based on weight-and-height? however, these parameters of my subject are smaller than generic model. Forgive me for asking so many questions at once.
