Implementing External Loading - Torque

I am trying to introduce a variable external torque to a joint in a model, with the intent of causing flexion without muscle activation. I am attempting to use the "External Loads" feature (I do not think a torque actuator would work...), but I cannot tell what point the specified torque is being applied about. Would someone please try to explain what parameter(s) I need to look at more closely in order to achieve my goal?

Alternatively, should I use a pure (point or body?) force at a distance away?

One last easy question, what is practical change when specifying a torque or force as "global"?
