Right leg muscle activation only actuated in stance phase why?

Right leg muscle activation only actuated in stance phase why?

I have calculated muscle activation of right leg gait2354 model by using static optimization. But I Have observed that all the muscles are actuated in stance phase only. Why leg muscle are not actuated in swing phase.
because time range for one gait cycle is 0.6-1.9 sec. so muscle actuation is only from 0.6 to 1.6.
What is reason ?
