Problem about 43% plantarflexion assist curve?

Respected sir , I have provided path actuator to the gait 2354 model with 43% actuation but I didn't understand the Y-axis values which are shown in the excitation editor (Graph) is given below.
I have calculated metabolic rate by providing 15 N optimal force but this metabolic rate hasn't decreased from 43% then how I can say that I have provided 43% actuation.
How 43% actuation works ?
43% actuation is depends on what parameters?
Opensim has been provided " Plantar flexion Assist Curves (13%,43%,54%)in Gait10dof18musc.folder.I have taken 43% actuation data and draw the graph but this is not match to the excitation editor @ 43% actuation.
Please Help.

Please see the following paper:

The 13p, 43p, and 54p files in your Resources\Models\Gait10dof18musc\PlantarFlexorAssistCurves directory refer to actuation profiles that begin at around 13%, 43%, and 54% of the gait cycle (as described in the paper)---not 13%, 43%, and 54% savings in metabolic cost. I can't understand what is the relationship between these Y-axis values with 43% controller.
