Can scale factors be calculated using anthropometric measurements?

Hello everybody
In case of scaling femur and/or whole lower limb, is it possible to find scale factors in x y z direction using just anthropometric data(no MOCAP data available)?
If yes, how much are these scale factors are reliable? and how can I do so?
Any links and articles would be appreciated.
FYI, I have read OpenSim documentation I scaling.
