OpenSim 4.1 issue with Win7-v64 machines: FILE tab remains unresponsive

Hello experts,
I am facing this strange issue with OpenSim4.1 installation. I tried to install OpenSim 4.1 on three different computers (Two with Win7 v64 OS; one with Win10 OS). In all the three cases, found the same error initially. It appears twice during the launch of OpenSim. Upon clicking OK, the error message disappears and the OpenSim window comes up. However, the FILE tab seems to be unresponsive (nothing happens when I click the FILE tab). I can not also open/load any model. Checked the bin folder and found the osimJavaJNI in all cases.
In the Win10 machine, I added OPENSIM_HOME as user and system variables (with a path of C:\OpenSim 4.1) in the environmental variable list and this solved the problem. However, tried the same on Win7 machines and failed. In the Win7 v64 machine, I also added \bin to the PATH (making it C:\OpenSim 4.1\bin), but that did not help either. Changed the backward slash to forward slash with no luck! Any help on how to resolve this issue in case of Win7-v64 machines?
P.S.: I did everything with administrator right.
