OpenSim not opening Failed to load OpenSim libraries

OpenSim not opening Failed to load OpenSim libraries

I cant open OpenSIM4.2 because this message comes up twice.
Error: Failed to load OpenSIM libraries
Failed to load one or more dynamic libraries for OpenSim.java.lang.UnsatisfiedLinkErrorr: no osimJavaJNI in java.library.path
Make sure OpenSims bin directory is on your PATH.
After this message appears twice, the program opens but you cannot click on the File button and when you try and open a file the same error pops up.
How do I fix this?
I have tried,
1 downloading Java onto the laptop
2 restarting the laptop
3 un-installing and installing the app
4 getting the IT department to try and get it to work
5 getting administration rights to the laptop and trying the above methods

As the error message said, did you manage to check your environment variables ?
The procedure is well documented at the end of this page, in the Opensim -> Windows sub-part :
