Activation in Estimating_Joint_Reaction_Loads example

Hello,everyone!
I performed static optimization using other model and found that some muscles had an activation of 1.Then I reviewed the reference results of the tutorial(Estimating_Joint_Reaction_Loads), and the same thing happened. here are the result of tutorial(show in image1). Is it normal? How can I solve it?
