Opensim 4.3/4.4 silent installer does not create icons when run as "System"

When running OpenSim-4.4-win64.exe /S as SYSTEM (commonly how it's done with deployment systems like SCCM) the installer does not create any shortcuts.

When I run the command as a USER (under an Administrator prompt) it works fine.

I've recreated the issue through SCCM as well as locally. Please let me know if I can provide any more information.

Can you clarify if this is a new behavior that worked in earlier versions but broke in 4.3/4.4. Just to help us zone in on the issue.

I've actually gotten it to have the same results in 4.0 and 3.3. The installer then I was OpenSim-3.3.0-win64_silent.exe

Running that installer(3.3) as silent I see that even as a user I don't get icons.

I suggest you open a github issue on the opensim-gui development repository (https://github.com/opensim-org/opensim-gui) then we can communicate further, understand the scenario and we can try different/special installers when available.
