Problem with installing OpenSim 4.5

Hello, I run into a problem with installing the new OpenSim 4.5 on one of my two laptops. In other words, the program has been installed on the newer machine. However, I cannot do it on the 4-year-old machine.
In the latter case, the installation does not run through to the end when it is run without admin rights. If run with admin rights, the installation runs through but on the attempt to open it I get a message (attached).
I have switched off all app control settings in Windows Security. No change.
Can you help?
