work flow for beginners: cant follow developers guide

Hello,
I am trying to follow the tug of war example in the developers guide.
Will you please help with the basics of creating new projects:
What is the function of CMake?
How do I modify source code or create a new project in Visual C++
Do I need to run CMake after each source code change?

I've attached a PDF that has additional instructions on getting started for developers. It explains the function of CMake. Please post additional questions that come up.
