Using CoordinateCouplerConstraints and RRA

I am using CoordinateCouplerConstraints in a lumbar spine model so 5 vertebrae can be controlled by 3 single pitch, roll and yaw coordinates. When using RRA I have found that it works fine by defining coordinate actuators just for the 3 pitch, roll, and yaw coordinates alone. I'm just wondering how this works. Are the 3 coordinate actuators being distributed proportionally to all of the vertebrae?
