New Plugin for UW Ligament Model

We have added a new ligament model plugin to the UW Simulations Project on SimTK. The formulation of this model is the same as we use for the UW Knee Model and is an enhanced version of the formulation reported in:

Blankevoort L and Huiskes R (1991). Ligament-Bone Interaction in a Three-Dimensional Model of the Knee. Journal of Biomechanical Engineering. 113:263-269.
