Actuator problem in MASI model

I am working with MASI model for a neck flexion and extension simulation. I have used ground reaction forces to calculate the joint reaction forces at cervical spine (C1-C7). However, the calculated joint reaction forces are much higher than the expected values. Please note that, the model has muscle only at neck regions and does not contain any actuator. Is it the reason to get the way to higher reaction forces at c1-c7 level? Do you have any suggestion to resolve this issue? Thanks for your time.
