As for locking the angels, just open the .osim file with Notepad or some other text file editors, searching the angel name such as "mtp_angle" or "subtalar", then you will find a XML tag named "<lock> false </lock>", just manually modifying it to <lock> true </lock>", then job done.

Usually lock function in GUI doesn't work. I don't know why either.

Locking & Clamping coordinates from the GUI was broken in 2.0 indeed. (bug 1045, fixed now in development builds). The problem doesn't happen, however, if you run from the command line.
