activation vs force in static optimization

Hi,

When performing static optimization on a neck model a force and an activation file is obtained. By plotting the data I was surprised that for some few muscles the activtion curves do not have the same shape as the corresponding force curve. Are the forces not simply activation * max. isometric force? Could anybody explain me their exact relation?
