updactuators does not see custom actuator

i wrote a custom actuator and registered is properly.
it runs and working good.
but if i want to add a powerprobe to it, it fails.

the base reason is that this actuator is not shown in model.updActuators.
there are other limitations that can be functional without being in updActuators.

how can i solve this?
