nms Builder osim model scaled using xml file created by scale tool but only muscle get scaled not the bones

Hello,
I've have build an osim model using nms Builder but while scaling the model in opensim using xml file created by scale tool using scale factor, only muscle get scaled not the bones (bones were not visible).
And while scaling the osim example models provided with opensim by the similar process arm26 model got scaled properly but 3DGaitModel2354 remained in same size (all the bones and muscles of these model were visible)

Fig2:Before scale and after scale (skull model is very small looks like a red dot but after scaling 6 muscles can be visible)
Any guidance would be very much appreciated!
