There are several models of the upper limb available for download on this website. You can search for "arm" or "wrist" using the "Search for" box at the top of the page, then go to the "Downloads" tab on the project page. For example: https://simtk.org/frs/?group_id=324

This particular model is a SIMM model. Please see the "Importing/Exporting a SIMM Model" page in the Confluence documentation: https://simtk-confluence.stanford.edu:8 ... IMM+Models. OpenSim 3.3 can be downloaded by going to the "Downloads" tab of the OpenSim project (https://simtk.org/frs/index.php?group_id=91) and expanding "Previous Releases" under the "OpenSim" heading.
