Locked angles get reset to zero

Detailed description
In the OpenSim 2.4 version, locked angles are reset to zero by the scaling step. This did not happen in the 2.2 version. When the subject is standing with the feet apart, it helps to lock the subtalar angles to a known nonzero angle. The subtalar angles can easily to calculated in advance from a few of the markers. This ensures that the feet are flat on the floor. For our data, the feet are apart during the static pose in order to help with scanning and animation of the scanned 3D mesh. It helps during scaling to lock some of the angles to zero but the subtalar angle needs to be locked to a nonzero value. But in version 2.4, if the subtalar angles are locked to a nonzero value, they are reset to zero by the end of the scaling step.
