Scale - not using specified mass

Detailed description
One of my students has been using OpenSim 3.2 and has noticed a bug in scaling. The mass of the scaled model does not match the specified mass.

I have recreated this bug on my computer in both the GUI and command line, with both gait2392 and gait2354, and in both OpenSim v3.2 and v3.1.

Here is what happens:
Open gait2392
Open scale tool
Uncheck adjust markers.
Enter a new mass (ex: 66 kg)
Enter scale factors (ex: manual scale everything to 0.8)
Run!
Scale runs successfully, but the mass of the resulting model is not the specified mass (ex: when we enter 66 kg, results mass is ~33 kg)

It seems to have something to do with the scale factors, because if you just use the scale factor to change the mass, it runs fine. Scaling works fine in OpenSim 3.0 and 3.0.1
