Too much scrolling to see all packages on the Downloads page

Detailed description
In the Downloads page, the user cannot navigate the packages unless scrolling down (a lot). For projects that have many packages, this is awkward. Proposed solutions would be 1) include a table of contents at the top of the page, or 2) allow administrators to optionally collapse each package by default, so they appear more compact on the page.
