SimmSpline does not work in FunctionBasedBushing function

Detailed description
When using a SimmSpline in FunctionBasedBushing function to describe the forces or moments along or about an axis the forces automatically are replaced with a constant zero. This occurs in OpenSim 3.1 & 3.2 but not in 3.0.
