Documentation on SimTK website is out-of-date

Detailed description
The API docs and Manual on the SimTK website for OpenMM are out of date. (https://simtk.org/docman/?group_id=161) In particular, the manual is the OpenMM 6.0 manual and the OpenMM API docs are from (I think?) 6.0 or 6.1 (I didn't see a version number on it). It is missing important stuff like the Tabulated functions (and the addTabulatedFunction methods) as well as newer classes like the CustomManyParticleForce. Should this have gone on the OpenMM issue tracker on Github instead?
